Blue Shield sues CenCal

Blue Shield has filed a lawsuit accusing CenCal Health of enrolling dozens of very ill individuals into Blue Shield individual health plans and paying the premiums on their behalf, thereby shifting care costs to the insurance company while continuing to receive MediCal payments from the state for those members. The insurer claims this practice has cost them $12 million over the last 18 months. The state Department of Health Care Services stopped the practice in December, but about half of the individuals remain on Blue Shield's rolls.
